For war fighters, if you were to link the GPS and Wi-Fi systems seamlessly in a device, then they would have a position within a second or two of turning on that device, no matter where they were located, indoor or out, as long as a Wi-Fi signal was available. And Wi-Fi hotspots are plentiful in Bagdad, for instance.
